1. Central United States:
MODERATE RAINS CONTINUE
Between 20 and 100 mm of rain soaked extreme northeastern Colorado and
parts of southern Nebraska while less than 20 mm were reported elsewhere.
Moisture surpluses since the beginning of July ranged from 50 to 100 mm
[WET - 4 to 5 weeks].
2. Southern and Eastern United States:
LONG-TERM MOISTURE SHORTAGES PERSIST; HURRICANE DENNIS THREATENS
SOUTHEAST
Moderate to heavy rains (50 to 180 mm) brought limited relief to the southern
and central Appalachians, the Piedmont, and the mid-Atlantic, but the remainder
of the region received fewer than 50 mm. Farther west, only scattered areas
received 50 to 100 mm of rain, with little or none throughout the middle
and lower Ohio River Valley and the southern Plains. Despite the abundant
precipitation in the East during the last week, short-term (July 1 - August
28) moisture shortages still ranged from 100 to 200 mm from the southern
Plains northeastward to the mid-Atlantic. In addition, the Palmer Drought
Severity Index remained below -3 across the east-central United States
and below -4 in Maryland, indicating that serious long-term dryness continued
[DRY - 4 to 23 weeks]. Meanwhile, Hurricane Dennis crossed the Bahamas,
and threatened coastal areas of Florida, Georgia, and the Carolinas as
the week ended [Episodic Event].
3. Western Brazil, Eastern Peru, and Northern Paraguay:
COLD ANOMALY EXPANDS
Weekly departures of -3°C to -7°C spread across the region, with
subfreezing lows covering Uruguay, Paraguay, northern Argentina, southern
Brazil, extreme southern Peru, and the southern half of Bolivia [COLD -
2 to 4 weeks].
4. Central South America:
MORE DRY WEATHER
Little or no rain fell on southern Peru, Bolivia, Paraguay, Uruguay, and
northern Argentina as dry weather persisted across the region. Since July
1, moisture shortages of 100 to 200 mm accumulated in central Peru and
developed from southern Paraguay and western Parana province of southern
Brazil southward across Rio Grande do Sul province to eastern Uruguay.
Short-term moisture deficits were less than 100 mm elsewhere [DRY - 4 to
7 weeks].
5. Southern Scandinavia:
LIGHT PRECIPITATION REPORTED
Between 10 and 30 mm of rain dampened most of Sweden and Finland while
20 to 50 mm fell on central Norway and adjacent parts of central Finland.
Since the beginning of July, moisture shortages of 100 to 150 mm accumulated
in southern Norway, and deficits of 50 to 100 mm covered the southern portions
of Sweden and Finland [DRY - 4 to 8 weeks].
6. Northeastern Scandinavia and Northwestern Russia:
UNSEASONABLY COLD WEATHER PERSISTS
Temperatures were within 3°C of normal, but subfreezing lows dominated
northwestern European Russia and the northern sections of Norway, Sweden,
and Finland [COLD - 2 to 4 weeks].
7. Southern Europe, Northern Africa, and Southwestern Asia:
HIGH TEMPERATURES DOMINATE
Temperatures averaged 1°C to locally 7°C above normal across the
northern Mediterranean Basin from eastern Spain and southern France eastward
to Turkey while weekly departures of +3°C to +6°C prevailed across
southwestern Asia and the Middle East. Temperatures were 3°C to 9°C
above normal across northern Africa from northwestern Algeria eastward
through central Egypt, but temperatures were within 3°C of normal across
eastern Egypt. Highs ranged from 40°C to 47°C from Algeria eastward
through Saudi Arabia and northward to southeastern Turkey, in southwestern
Turkey, and across Turkmenistan, Uzbekistan, Tajikstan, Kyrgyzstan, and
southern Kazakhstan. The mercury soared above 30°C across most of southern
Europe, southern and central Ukraine, southern European Russia, and northern
Kazakhstan [WARM - 2 to 13 weeks].
8. Southern Africa:
WARM ANOMALY DEVELOPS
Temperatures were 3°C to 7°C above normal, with highs exceeding
30°C as far south as the southern coast of South Africa [WARM - 2 to
3 weeks].
9. Northeastern China:
STILL VERY DRY
Generally less than 30 mm of rain fell on Nei Mongol, western Heilongjiang,
western Jilin, western Henan, and northern Shaanxi provinces of northeastern
China while 20 to 50 mm dampened central Heilongjiang, northern portions
of Hebei and Shanxi, eastern Henan, most of Anhui, and Jiangsu provinces
during the past week. Since the beginning of July, Nei Mongol experienced
50 to 200 mm of rain, which is up to 100 mm below normal. Meanwhile, the
rest of northeastern China has received 100 to 500 mm of rain, resulting
in moisture shortages of 100 to 270 mm [DRY - 4 to 10 weeks].
10. Eastern Siberia:
SUBFREEZING TEMPERATURES REPORTED
Weekly departures of -3°C to -5°C dominated interior portions of
eastern Siberia, with the mercury dropping below freezing at many locations
and reaching -5°C at Toko (56°N) [COLD - 3 to 4 weeks].
11. Northern Japan:
STILL UNUSUALLY WARM
Temperatures were generally 3°C to 6°C above normal, with highs
exceeding 30°C across most of Hokkaido and northern Honshu [WARM -
4 to 10 weeks].
12. China and Southwestern Japan:
ADDITIONAL HEAVY RAINS SOAK REGION
Moderate to heavy thundershowers dropped 50 to 200 mm of rain from Yunnan
province of south-central China eastward through Shanghai and northern
Zhejiang province along the coast of eastern China. Meanwhile, torrential
rains (in excess of 200 mm) drenched Kyushu and southern Shikoku Islands
of southwestern Japan, with 50 to 200 mm of rain reported across western
Honshu and the remainder of Shikoku. Between 200 and 1500 mm of rain has
soaked the region since the beginning of July, resulting in precipitation
excesses of 200 to 1000 mm in southwestern Japan, and moisture surpluses
of 100 to 700 mm in southern China [WET - 4 to 9 weeks].
13. North-Central Australia:
UNUSUALLY COOL CONDITIONS PREVAIL
Temperatures were 1°C to 4°C below normal across northeastern Western
Australia and the Northern Territory, with lows dipping to 7°C at Victoria
River Downs (16°S) [COLD - 2 weeks].
