Weekly departures of -3°C to -6°C prevailed across the central
Great Plains while departures reached -7°C in southeastern Wyoming,
northeastern Colorado, and western Nebraska. Subfreezing lows reached as
far south as northeastern New Mexico and extreme northwestern Texas [COLD
- Up to 3 weeks].
2. Central United States:
RAINS BRING RELIEF TO NORTHERN SECTION AND GULF COAST, BUT DRYNESS
DOMINATES ELSEWHERE
Between 100 and 200 mm of rain fell on the northern portions of the region
as a series of cool Canadian air masses triggered showers and thunderstorms
as they progressed southeastward. Meanwhile, abundant rains (50 to 100
mm) eased the dryness along the Gulf Coasts of Louisiana and southeastern
Texas. Fewer than 25 mm of rain fell elsewhere, allowing the dry conditions
to persist. Despite the rains, 8-week moisture deficits ranged from 100
to 200 mm across most of the region [DRY - Up to 13 weeks].
3. East-Central United States:
RAINS EXACERBATE FLOODING
Moderate to heavy rains (50 to 200 mm) hindered flood recovery efforts
in eastern North Carolina and added to the run-off across the region, which
endured heavy precipitation delivered by the remnants of Hurricanes Dennis
and Floyd. During the last 8 weeks, 100 to 500 mm of rain has inundated
the region, with totals exceeding 500 mm across southeastern Virginia and
eastern North Carolina, which is more than 200 mm above normal [WET - Up
to 7 weeks].
4. Eastern Canada:
STILL ABNORMALLY WARM
Temperatures were as much as 6°C above normal, with the mercury climbing
above 20°C as far north as northern Quebec [WARM - Up to 7 weeks].
5. Central and Southern South America:
HIGH TEMPERATURES PERSIST IN BRAZIL
Temperatures averaged 5°C to 6°C above normal in Brazil's Mato
Grosso do Sul, with temperatures reaching as high as 40°C at Tres Lagos
(21°S). Temperatures also averaged 2°C to 4°C above normal
over central Chile, Paraguay, and the remainder of central Brazil while
temperatures returned to near normal in northern Argentina [WARM - Up to
7 weeks].
6. Central South America:
RAINS PROVIDE SOME RELIEF
Scattered rains (25 to 60 mm) brought relief to parts of northeastern Argentina,
northern Uruguay, and western Rio Grande do Sul of Brazil, but the lack
of precipitation kept southern and central Paraguay dry. For the last 8
weeks, as little as 50 mm of precipitation has fallen in the region, resulting
in moisture deficits of 100 to 145 mm [DRY - Up to 12 weeks].
7. Western Europe:
PRECIPITATION EXCESSES REMAIN
Weekly precipitation totaled 50 to 100 mm across west-central France and
western England while 25 to 50 mm dampened Ireland, Wales, central and
southern England, the Benelux Countries, and northern France. Except for
scattered moderate rains (25 to 50 mm), favorably dry conditions (less
than 25 mm of rain) prevailed across central and southern Iceland, Scotland,
most of southwestern France, and northern Spain. During the last 8 weeks,
100 to 300 mm of rain has fallen on the region, leading to short-term surpluses
of 100 to 200 mm in southern Ireland, west-central England, the Benelux
Countries, northwestern France, and extreme western Spain [WET - Up to
7 weeks].
8. Europe and Extreme Northern Africa:
MORE WARM WEATHER
Temperatures averaged 6°C to 8°C above normal across European Russia,
the Ukraine, Moldavia, and eastern Romania while weekly departures of +3°C
to +6°C prevailed elsewhere. Weekly high temperatures ranged from 30°C
to 38°C across Hungary, Romania, Bulgaria, and southern Ukraine while
the mercury topped 20°C as far north as extreme northern Lithuania
and central European Russia [WARM - Up to 9 weeks].
9. Northern Norway and Extreme Northwestern Russia:
STILL VERY DRY
Although 25 to 50 mm of precipitation fell on extreme northern European
Russia, weekly totals were below 25 mm across the remainder of the region.
Precipitation deficits during the past 8 weeks were generally less than
100 mm across northern Scandinavia [DRY - Up to 5 weeks].
10. Pakistan and Northwestern India:
WARMTH ABATES
Weekly departures of +1°C to +4°C covered eastern Pakistan and
northwestern India as unusually warm conditions eased [WARM - Up to 9 weeks].
11. Northeastern China:
DRY WEATHER PREVAILS
Little or no rain again fell over much of Manchuria. Showers of 25 to 50
mm, however, eased dryness in southeastern Heilongjiang. Since as little
as 70 mm of precipitation has fallen over the area during the past 8 weeks,
moisture deficits reached 100 to 140 mm [DRY - Up to 15 weeks].
12. Japan:
WARM ANOMALY CONTINUES
Weekly departures of +4°C to +6°C were again observed over Japan,
with temperatures reaching 30°C to 35°C across the southern half
of the main islands [WARM - Up to 6 weeks].
13. Southeastern China:
WETNESS REMAINS
Moderate to heavy rains (20 to 100 mm) kept much of Guangdong wet while
little or no rain eased wetness in most of Fujian. For the last eight weeks,
320 to 960 mm has fallen in the area, yielding mositure excesses of 100
to 570 mm [WET - Up to 14 weeks].
14. Southeastern Australia:
UNUSUALLY DRY CONDITIONS DEVELOP
Except for isolated totals of 25 to 50 mm, fewer than 25 mm of rain fell
on Tasmania, southern Victoria, and adjacent parts of South Australia as
abnormally dry conditions prevailed [DRY - Up to 7 weeks].
