1. Alaska:

MORE COLD WEATHER
Temperatures were as much as 10°C below normal across the interior of Alaska while coastal regions reported weekly departures of -3°C to -6°C. Highs failed to reach freezing across mainland Alaska, and lows plummeted below -20°C throughout the state except along the southern coast [COLD - Up to 4 weeks].

2. Central United States:

MOISTURE DEFICITS GROW
For the fifth consecutive week, little or no rain has fallen on the central states from Kansas and southern Indiana northward to the southern portions of Minnesota and Wisconsin, with some areas receiving little or no rain for as long as nine weeks. Despite the prolonged dryness, 8-week moisture deficits exceeding 100 mm were limited to southwestern Missouri, southeastern Nebraska, central Iowa, southwestern Wisconsin, and Upper Michigan. Elsewhere, 8-week precipitation totals were only 50 to 100 mm below normal [DRY - Up to 9 weeks].

3. West-Central Argentina:

ABNORMALLY WET CONDITIONS DEVELOP
Moderate to heavy rains (50 to 200 mm) soaked Argentina from extreme northern Rio Negro northward through Santiago del Estero. The heaviest rains (in excess of 100 mm) fell on La Pampa, San Luis, and Cordoba. Short-term (8-week) moisture surpluses of 100 to 300 mm accumulated across the region [WET - Up to 5 weeks].

4. Uruguay and East-Central Argentina:

DRY ANOMALY PERSISTS
Little or no rain fell on Uruguay and adjacent parts of east-central Argentina as the very dry conditions shifted eastward. Precipitation totals for the last 8 weeks were 100 to 170 mm below normal as unusually dry conditions continued [DRY - Up to 9 weeks].

5. Europe:

UNUSUALLY MILD CONDITIONS SPREAD NORTHWARD
Temperatures averaged 5°C to 9°C above normal across much of Norway, Sweden, and western Finland while weekly departures of +3°C to +6°C prevailed across the remainder of Scandinavia. Weekly departures of +3°C to +6°C were also common throughout eastern and south-central Europe while departures of +1°C to +3°C covered most of western, central, and southeastern Europe. Highs exceeded 20°C as far north as northeastern France, the Alps, and Bulgaria while the mercury climbed above freezing throughout Europe, including extreme northern Norway and extreme northern European Russia [WARM - Up to 7 weeks].

6. India:

ABOVE-NORMAL TEMPERATURES PREVAIL
Weekly departures of +3°C to +6°C were reported across scattered portions of northern Rajasthan, central and northeastern Uttar Pradesh, and central Madyah Pradesh while departures of +1°C to +3°C prevailed across the remainder of the country. Highs exceeded 30°C throughout the nation [WARM - Up to 8 weeks].

7. Eastern Siberia:

MILD WEATHER DEVELOPS
Weekly departures of +3°C to +9°C prevailed in parts of eastern Siberia for the second consecutive week. Despite the abnormally mild air, temperatures only reached as high as 3°C at Toko, Russia (56°N) [WARM - Up to 3 weeks].

8. Southeastern Asia:

  TORRENTIAL RAINS CONTINUE ALONG VIETNAM COAST
Torrential rains (up to 1000 mm) inundated central Vietnam while moderate to heavy rains (50 to 125 mm) were scattered across Yunnan and Guangxi Provinces of China and the remainder of Southeast Asia. Since mid-September,  300 to 2000 mm has drenched much of the region which is 130 to 950 mm more than normal [WET - Up to 5 weeks].

9. North-Central Australia:

MODERATE TO HEAVY RAINS REPORTED
Between 50 and 200 mm of rain drenched northern Northern Territory and northeastern Western Australia during the past week, suggesting an early start to the rainy season [WET - Up to 6 weeks].
