1. Central United States and Ontario:
DRY WEATHER CONTINUES
Moderate rains (25 to 100 mm) brought some relief to the Appalachians while
25 to 50 mm of precipitation fell on eastern Kansas, central and eastern
Iowa, and scattered portions of Missouri. Fewer than 25 mm of precipitation
were observed across the remainder of the region. Short-term (8-week) moisture
shortages of 100 to 200 mm dominated the central states from Louisiana
and southeastern Texas northward through northeastern Missouri and west-central
Illinois while short-term deficits of 50 to 100 mm prevailed elsewhere
[DRY - Up to 12 weeks].
2. Central and Eastern United States and Southeastern Canada:
STRONG WARM ANOMALY SHIFTS EASTWARD
Temperatures averaged 6°C to 10°C above normal across southeastern
Canada and the northeastern United States, with the highest departures
in the eastern Great Lakes region while weekly departures ranged from +3°C
to +6°C elsewhere. The mercury soared above 20°C as far north as
northwestern New York and the northern portions of Vermont and New Hampshire,
and temperatures remained above freezing along the southern shore of Lake
Ontario [WARM - Up to 5 weeks].
3. Northern Argentina:
SHORT-TERM MOISTURE SURPLUSES REMAIN
Fewer than 25 mm of rain fell on the region last week, except for scattered
heavier amounts (25 to 100 mm) in Mendoza, La Rioja, Cordoba, and Tucuman.
Despite the relatively dry week, short-term moisture surpluses of 100 to
500 mm prevailed across northern Argentina [WET - Up to 8 weeks].
4. Uruguay and Adjacent Parts of Brazil and Argentina:
LIGHT TO MODERATE RAINS REPORTED
The first significant precipitation across Uruguay in 6 weeks yielded 10
to 50 mm of rain, but fewer than 25 mm fell on adjacent sections of Argentina
and Brazil. Precipitation shortfalls for most of October and November remained
in the 100 to 200 mm range, with most locations reporting less than 100
mm during the past 8 weeks [DRY - Up to 12 weeks].
5. Europe, Northwestern Africa, and Western Asia:
COLD AIR SPREADS ACROSS EUROPE AND INTO ASIA
Cold air plunged southward into northwestern Africa, the central Mediterranean,
the northern Balkans, southern European Russia, and northern Kazakhstan,
with temperatures averaging 4°C to 12°C below normal across Russia
and Kazakhstan. Meanwhile, weekly temperature departures of - 3°C to
-6°C dominated the remainder of the region. Temperature dipped as low
as -19°C at Poprad, Slovakia (49°N) and -24°C at Voroshilovgrag,
Ukraine (48°N) [COLD - Up to 3 weeks].
6. Southeastern Asia:
DRY WEATHER PROVIDES RELIEF
Little or no rain fell across most of the region with moderate to heavy
rains (25 to 60 mm) limited to the central Vietnamese coast. Despite
the dry week, 300 to 2050 mm of precipitation (140 to 930 mm more than
normal) has drenched Vietnam during the last 8 weeks while 300 to 800 mm
has accumulated over much of the reminder of the area during this same
period, yielding moisture surpluses of 150 to 280 mm [WET - Up to 8 weeks].
7. Northeastern Australia:
TORRENTIAL RAINS LASH COASTAL QUEENSLAND
Heavy showers dropped 100 to 200 mm of rain on the eastern coast of northern
Queensland, with a couple of locations receiving more than 200 mm, while
the remainder of the region received 25 to 100 mm. Most of northern and
eastern Queensland has received 100 to 500 mm of rain since the beginning
of October, resulting in precipitation excesses of 100 to 375 mm [WET -
Up to 8 weeks].
8. Central and Eastern Australia:
STILL UNSEASONABLY COOL
Temperatures were 3°C to 6°C below normal during the past week,
with lows dropping below 20°C as far north as central Queensland and
central Northern Territory. Subfreezing lows were reported at scattered
locations in Victoria and Tasmania. Highs failed to reach 30°C throughout
Victoria and along the coasts of South Australia, New South Wales, and
eastern Queensland. In addition, the mercury remained below 20°C in
the southern, eastern, and western portions of Tasmania [COLD - Up to 5
weeks].
9. Southeastern Australia:
VERY DRY WEATHER PERSISTS
Little or no rain fell on the region last week, and many areas have not
observed measurable precipitation since the beginning of November. During
the past 8 weeks , moisture shortages of 100 to 200 mm accumulated along
the eastern coast of Tasmania while short-term deficits of 50 to 200 mm
were reported along the eastern coast of New South Wales. [DRY - Up to
