1. Northwestern United States:
WET ANOMALIES DEVELOP
Between 100 and 200 mm or precipitation soaked exposed coastal areas and
windward slopes of the Cascades during the past week while the remainder
of the area received 25 to 100 mm of precipitation. Since October 10, more
than 200 mm of precipitation has fallen on the region, resulting in moisture
excesses of 100 to 310 mm [WET - Up to 6 weeks].
2. United States and Canada:
UNSEASONABLY MILD CONDITIONS PREVAIL
A brief shot of cold air resulted in weekly departures of only +1°C
to +3°C in the northeastern United States, but warm, sunny days returned
by the end of the week. Farther west, temperatures averaged 6°C to
10°C above normal across south-central Canada and the north-central
United States while weekly departures of +3°C to +6°C covered the
remainder of the Great Plains from the Rockies eastward to the Mississippi
and Ohio River Valleys. Highs approached 28°C in central Texas, and
the mercury reached 20°C as far north as the Black Hills of South Dakota.
Lows remained above freezing throughout central and southern Texas and
parts of southern Oklahoma [WARM - Up to 6 weeks].
3. Eastern United States:
VERY DRY CONDITIONS EXPAND EASTWARD
Little or no precipitation was reported from the lower Mississippi River
Valley and the eastern Corn Belt eastward to the Atlantic Seaboard, with
above-normal temperatures (see Item 2 above) exacerbating the dry conditions.
Short-term (October 10 - December 4) moisture deficits ranged from 50 to
200 mm across the region, with the exception of short-term surpluses in
eastern North Carolina [DRY - Up to 13 weeks].
4. Bolivia:
MORE COLD WEATHER
Temperatures were as much as 4°C below normal, with subfreezing lows
reported at the higher elevations of southwestern Bolivia [COLD - Up to
6 weeks].
5. East-Central South America:
STILL VERY DRY
Although scattered showers dropped 25 to 100 mm of rain on parts of Parana,
Santa Catarina, and Rio Grande do Sul in southern Brazil and on Uruguay
and adjacent parts of Argentina, most locations received fewer than 25
mm during the past week. Precipitation totals for the last 8 weeks were
generally less than 200 mm, resulting in shortfalls of 100 to 340 mm [DRY
- Up to 13 weeks].
6. Europe and Western Asia:
COLD AIR REMAINS
Cold conditions continued across southern Europe into western Asia from
the north-central Mediterranean eastward to northern Kazakhstan, with temperatures
averaging 2°C to 5°C below normal. Temperatures reached as low
as -29°C at Uralsk, Kazakhstan (51°N) and -26°C at Orenburg,
Russia (52°N) [COLD - Up to 4 weeks].
7. Western Africa:
WARM CONDITIONS PREVAIL
Temperatures averaged 2°C to 4°C above normal across the southwestern
Sahel from Senegal and Guinea eastward to southwestern Niger [WARM - Up
to 3 weeks].
8. Northeastern Asia:
COLD ANOMALY DEVELOPS
Weekly departures of -3°C to -8°C prevailed as polar air plunged
southward into southeastern Siberia, with the mercury dropping to -54°C
at Ojmjakon, Russia (63°N) [COLD - Up to 2 weeks].
9. Southeastern Asia:
TROPICAL DEPRESSION BRINGS MORE HEAVY RAIN
The central Vietnamese coast was again inundated with torrential rain (150
to 300 mm) from Topical Depression 31W. Amounts of 280 to 1500 mm
have drenched most of Vietnam and the island of Hainan during the last
8 weeks, resulting in moisture excesses of 160 to 780 mm [WET - Up to 9
weeks].
10. Northern Australia:
VERY WET WEATHER CONTINUES
Torrential downpours dumped 100 to over 500 mm of rain on Arnhem Land,
but fewer than 100 mm were reported elsewhere during the past week. Since
October 10, most of north-central and northeastern Australia has received
100 to 500 mm of rain, which is 100 to 250 mm above normal, with locally
higher (up to 500 mm) moisture excesses reported along coast of northeastern
Queensland [WET - Up to 9 weeks].
11. Australia:
SUBNORMAL TEMPERATURES PERSIST
Temperatures averaged 1°C to 4°C below normal, with the mercury
dropping below 20°C as far north as the southern interior York Peninsula
in northeastern Australia. [COLD - Up to 6 weeks].
