1. Southern Alaska:
BITTERLY COLD AIR REMAINS ENTRENCHED
Weekly departures of -3°C to -6°C dominated much of southern Alaska,
with departures of -6°C to -10°C prevailing across southwestern
portions of the state. Lows of -20°C to -30°C covered most of the
regions, with a rapid temperature gradient along the immediate coast. The
mercury remained below freezing, except on the Alaskan Peninsula [COLD
- Up to 4 weeks].
2. United States and Canada:
WARM ANOMALY DEVELOPS
Temperatures were 2°C to 5°C above normal across much of the Southwest
and the northern and central Great Plains, with weekly departures of +5°C
to +7°C reported in parts of the desert Southwest and across the north-central
states. The mercury soared above 30°C in southeastern California and
southern Arizona while readings in the twenties (°C) reached as far
north as the Canadian border. Subfreezing lows prevailed from central Arizona
and southern Kansas northward, with lows dipping below -10°C in the
Rockies [WARM - Up to 4 weeks].
3. Southern and Eastern United States:
VERY DRY CONDITIONS SPREAD
Little or no precipitation fell on the United States, with isolated moderate
showers (25 to 100 mm) restricted to parts of Texas, Florida, and New England.
Between September 16 and November 10, accumulated rainfall was generally
less than 150 mm, allowing short-term moisture deficits of 50 to 170 mm
to dominate the South and East. Please see the United

4. Argentina and Uruguay:
WET WEATHER PERSISTS ACROSS URUGUAY AND NORTHEASTERN ARGENTINA
Moderate to heavy rains (50 to 200 mm) drenched Uruguay and adjacent parts
of northeastern Argentina while 50 to 100 mm of precipitation prevailed
across Buenos Aires province to the south. Farther west, weekly totals
dropped off rapidly to only 10 mm. During the last 8 weeks, precipitation
totaled 100 to 500 mm, resulting in short-term excesses of 50 to 270 mm
[WET - Up to 11 weeks].
5. Southeastern Europe:
SCATTERED LIGHT TO MODERATE RAINS REPORTED
Light to moderate rains (25 to 50 mm) fell on Switzerland, isolated parts
of Italy, and much of former Yugoslavia. Meanwhile, large areas of the
Balkans received little or no rain. Since September 16, precipitation totals
were generally below 100 mm (locally higher amounts reached up to 200 mm),
allowing precipitation shortfalls to range from 50 to 200 mm [DRY - Up

6. Southern Africa:
WET ANOMALY DEVELOPS
Weekly rainfall totaled 50 to 200 mm last week, allowing 4-week accumulations
to range from 70 to 220 mm. The 4-week totals were among the wettest 10%
of the climatological distribution for mid-October through mid-November
[WET - Up to 6 weeks].
7. China and Japan:
RAINS ABATE IN CHINA, CONTINUE IN JAPAN
Between 10 and 50 mm of precipitation were reported in China as unusually
wet weather eased. Meanwhile, moderate to heavy rains (50 to 200 mm) soaked
much of western and central Honshu, with lesser amounts (25 to 50 mm) reported
on Kyushu and Shikoku. Short-term moisture surpluses were less than 100
mm in China, but ranged from 100 to 200 mm across western and central Japan
[WET - Up to 6 weeks].
8. Western Australia:
COOL CONDITIONS DOMINATE
Temperatures averaged 2°C to 4°C below normal across much of Western
Australia during the past week. Highs above 40°C were limited to extreme
northeastern Western Australia while the mercury remained below 30°C
across the southern one-third of the state. Lows dropped below 10°C
as far north as Kalgoorlie (31°S), but readings remained above 20°C
across the extreme northern portions of the region [COLD - Up to 6 weeks].
