1. Canada and Northern United States:

COLD AIR CONTINUES EASTWARD SPREAD
Weekly departures of -6°C to -12°C dominated the Prairie Provinces of Canada and the northern Great Plains while departures of -2°C to -6°C prevailed across the remainder of central and southern Canada and the northern United States. The mercury failed to reach 20°C in most of Canada, the Great Lakes Region, and New England, and remained below 30°C elsewhere. Subfreezing lows dominated the region, and pushed as far south as southern Pennsylvania [COLD - Up to 10 weeks].

2. Eastern United States:

SEVERE WEATHER, HEAVY RAINS CONTINUE
Based on damage surveys, which indicated that strong frame houses were leveled off foundations and swept away, automobile-sized missiles flew through the air in excess of 100 meters (109 yards), and trees debarked, the tornado that devastated La Plata, MD was rated as F5, (Incredible Damage - Winds Estimated in Excess of 418 kph/260 mph), and considered the second strongest tornado to strike the East. Later in the week, heavy rains caused disastrous flooding in West Virginia, and tornadoes were reported in extreme northern Maryland and southern Pennsylvania [Episodic Events].

3. Southwestern Brazil and Adjacent Parts of Paraguay:

STILL UNUSUALLY WARM
Temperatures averaged 2°C to 5°C above normal across the region, with highs ranging from 24°C to 37°C [WARM - Up to 10 weeks].

4. East-Central South America:

FAVORABLY DRY WEATHER REPORTED
Fewer than 25 mm of rain fell on Uruguay and the adjacent parts of Brazil and Paraguay, providing some relief from recent wetness. Between 300 and 1030 mm of rain has fallen on east-central South America during the last 3 months, resulting in moisture excesses of 100 to 450 mm, with locally higher excesses of up to 725 mm [WET - Ending at 14 weeks].

5. Northern Europe:

LARGE POSITIVE DEPARTURES DOMINATE NORTHERN EUROPE
Weekly departures of +6°C to +12°C prevailed across northern Finland and most of northern European Russia while readings were 2°C to 4°C above normal elsewhere. Highs exceeded 30°C in parts of Poland and Slovakia. Meanwhile, the mercury soared above 20°C as far north as southern Finland and the interior portions of northern European Russia while subfreezing lows were restricted to Finland and the far northern portions of European Russia [WARM - Up to 5 weeks].

6. France:

RAINS BRING RELIEF TO EASTERN FRANCE; STILL DRY ELSEWHERE
Moderate to heavy precipitation (25 to 100 mm) eased the dryness in eastern France; however, little or no rain was reported further west. Although 8-week precipitation totals were generally less than 125 mm, short-term moisture deficits remained below 100 mm [DRY - Up to 9 weeks].

7. South Africa:

ABNORMALLY WARM CONDITIONS DEVELOP
Temperatures were 2°C to 5°C above normal during the past week, with highs ranging from 27°C to 35°C across the region [WARM - Up to 3 weeks].

8. Southwestern Asia and Northeastern Egypt:

UNUSUALLY COOL WEATHER OVERSPREADS REGION
Cool air, characterized by weekly departures of -2°C to -5°C, dominated a swath from northeastern Egypt, across the Middle East, to Kyrgyzstan and southeastern Kazakhstan. Highs were generally in the twenties (°C) across the northern fringes, but reached into the thirties (°C) elsewhere. Lows generally fell below 15°C, and approached freezing at a few locations [COLD - 2 weeks].

9. Western India:

HIGH TEMPERATURES REPORTED
Weekly departures of +2°C to +3°C prevailed across western India, with highs of 40°C to 46°C across the region. The mercury remained above 20°C throughout the week [WARM - Up to 4 weeks].

10. Central China:

UNSEASONABLY COOL WEATHER PREVAILS
Temperatures were generally 2°C to 5°C below normal, with highs generally in the twenties (°C) across the northern and central portions, and readings above 30°C further south. Despite the cool weather, lows generally remained above 20°C [COLD - 2 weeks].

11. Eastern China:

WET ANOMALY DEVELOPS
Torrential rains (100 to 200 mm) drenched parts of northern Hunan and northwestern Jiangxi while moderate to heavy precipitation (25 to 100 mm) fell on eastern China from eastern Sichuan eastward to Shanghai and Zhejiang. Since March 10, the region has received 100 to 610 mm of rain, yielding short-term moisture surpluses of 100 to 255 mm [WET - Up to 6 weeks].

12. Australia:

WARM WEATHER PERSISTS
Temperatures averaged 2°C to 7°C above normal across Australia, with highs in the thirties (°C) across most of the country, and readings in the twenties (°C) across southeastern Australia and the East Coast. Subfreezing lows were reported at the higher elevations of New South Wales, Victoria, and Tasmania [WARM - Up to 5 weeks].
